I currenty have an inground pool with a safety cover. The cover is secured to the ground through these brass pegs, and when the cover comes off, there are hole covers that go into the concrete. My question si, if I get a safety fence (the mesh kind) for around the parameter of the pool, can I use the same holes or do I need to drill additional holes? Thanks!

You will have to remove the existing paint, because if you paint over it the old paint will continue to lift taking the new paint with it.
With the old paint removed, scrub the floor with something like TSP. TSP not only cleans the floor but it also etches the concrete so the new paint will stick better.
Get a good quality concrete paint and have fun.
Maybe your best bet is, go to a good paint store and explain your problem. They may give you a better solution than I have.
