Beach weddings?

I would definitely contact the county/parks department that oversees the public beach if you want the beach to yourself. Most public beaches are not rentable and are first come first serve which means you could go there to get married and find there are lots of large family there with beach chairs and all. For such a small ceremony though, if you went really early or late you are more likely to have a more private, quiet event. There is someone in charge of the beach though and they will know all the rules. You need witnesses to get married which his parents can be and they will need to sign something to prove they witnessed the union. Other than that you need an officiant and a marriage license which you get from the city offices. Some states have a waiting period between applying for a license and being able to get married (ie. 3 days) so make sure you check that out too. You should be able to just go and get married if you have an officiant and a license. I had a beach wedding but on a private beach and it was much larger (~100 people).
