Question : Is an electric dog fence legal to put up if children live next door and could it hurt them?
I live in Harris County, Texas and my neighbor has one of those electric wire’s (meant to keep your dog in) but he runs it through the fence and I have 4 small children, while I supervise their outside activities, it is impossible for me to be everywhere all the time. I don’t want to start a war with my neighbor, but my children’s safety is most important.

Talk to zoning. Traditionally, he can put what he wants on his property as long as the fence meets standard applications for consumer usage in a residential usage

As long as that type of fencing is legal in your area (some areas do not allow above ground electrical fences), and it is on his property then there’s really nothing that can done about it.
Supervise, teach your kids to keep away from it, and good luck.

Generally, those electric wires are child-safe, and carry a very small amount of power just to maintain a carrier wave to tell the control device on the dog collar when the dog is approaching the boundary.

In other words, from your description, it’s not an electric fence as might be used on a farm. So, I am not sure why you’re concerned about your kids safety, unless you plan to put dog collars with shock devices on them.

The one wire type fence is safe for kids… That wire (usually about 6″ to 1 foot off the ground) is actually an antenna for the shock collar the dog wear and should be safe to touch by people.

A full height mesh fence would be a concern for people and kids.

Ask your neighbor what type of fence he installed. Also, you can look at the dog, if he doesn’t have a black box on his collar then the fence he put up is electrified.

Your children aren’t in danger from the fence. I used to live next to a horse fence (which is much, much stronger) and the shock you get from it is minor. It’s unpleasant but not painful. The shock sensation will throw your body away from it, so unless you fall on it or something, there is little chance of prolonged shock.
