Question : Is an electric dog fence legal to put up if children live next door and could it hurt them?
I live in Harris County, Texas and my neighbor has one of those electric wire’s (meant to keep your dog in) but he runs it through the fence and I have 4 small children, while I supervise their outside activities, it is impossible for me to be everywhere all the time. I don’t want to start a war with my neighbor, but my children’s safety is most important.

Talk to zoning. Traditionally, he can put what he wants on his property as long as the fence meets standard applications for consumer usage in a residential usage
As long as that type of fencing is legal in your area (some areas do not allow above ground electrical fences), and it is on his property then there’s really nothing that can done about it.
Supervise, teach your kids to keep away from it, and good luck.
