This is the official site of amateur fencing in the US. They have links to clubs and organizations in every state. Just about any club (or school where fencing is offered) will give beginners lessons. Cost depends on where you go. The club I fence with charges $ 45 for 1 semester’s instruction and a $ 15 floor fee per semester after that. However, this is relatively cheap and I would expect to find costs in the $ 50 to $ 100 per month.
Most clubs will also have loaner equipment you can use until you decide to make the investment. Beginner gear for a foil, glove, jacket, and mask can be purchased from any number of suppliers (see the web site links) for about $ 150.
