You could install the curtain rod from the ceiling once you find the joists or use toggle bolts to attach the rod to the ceiling.

An 8 foot window is a pretty big opening, but the window is probably not flush with the inside wall, so there should be a header at the top of the window, like the ceiling part of the window opening. You can use the header for supporting window blinds or a rod, and good “black out” drapes to block the light.
Also, metal studs are easy to drill, or you can use metal stud screws to drill directly into the stud through the wallboard without first drilling a hole.

if you live in a high rise there has to be a maintenance man somewhere around
ask him if he wants a cash job
show him a picture of what you have in mind, have him purchase what is needed – saving the receipts
buy him lunch
and give him a couple hundred for his trouble
besides since you are essentially renting you better read the contract – might have verbage on only pro’s doing renovating
